Do All Winners Receive Verification Emails?

Have the winners received the verification email? Also, if someone has already received a verification email for other hackathons, will they receive it again for this one if they are in any winner category? A Devpost article mentions: “Not all potential winners will receive this email, particularly if their eligibility has been previously verified.”

Could someone please clarify how this works in this case?
