Is there a penalty for video extending over 4 minutes?
some features which are equally valuable are moving past 4 minute window, I've already sped it up at 1.25. I've also cut some parts from the recorded video to make it shorter. Will going above 4 minutes and cutting clips in between incur a penalty?

Base on rule: It should not be longer than 4 minutes. If it is longer than 4 minutes, only the first 4 minutes may be evaluated.
But I see some previous hackathon, some video is more than the rule, so I think depend on judges if they have time maybe they can watch hole video.
