Unable to create Google Cloud Account

I always get this error trying to create a google cloud account:
Billing setup can't be completed
This action couldn’t be completed. [OR_BACR2_44]

  I recommend reaching out directly to the Google Billing Team for Billing/Account issues. Sorry I cannot be of more help!
